[rules] new language rule

Hi all. This is eyerouge again.

I'm Swedish myself, so I speak Swedish, but I know fluid enough English and also at least another language fluent. I also understand a bit of various other languages. All this doesn't however entitle me to march into a game and start chatting with my swedish friends in swedish, open, in the game chat. Especially if it's not me and another swede who plays the game.

What I'm trying to say is that I want the ladder to be a friendly place, and a polite one where we show each other mutual respect. If somebody fails to do it, that person will be asked nicely to behave. Next time he/she won't be asked. We'll have zero tolerance to repeated problems with members of the ladder, unless of course those problems depend on something that makes sense, like a plausible misunderstanding.

So, without further ado, I bring to you the language rule. Ta-da!

Some of you might think it's imperial or political. Actually, I think that as well in some situations = P However, let's face the fact: English is the official language of the Wesnoth community and of the internet, and, of pretty much everything else where people from various countries and cultures try to communicate. As simple as that. That's also why English is the only language that will be officially associated with the ladder.

That's why the new language rule says:

If two players communicate the language used should be English unless they both agree to use another language. If an observer speaks openly in a game, so that the players can see the text, she/he is only allowed to do so in the very same language the players use. Private chat between the observers may occur in any language.
