provisional rating mode coming

Chains has been doing some terrific work on the ladder code and even gets credits for it at his school if I've understood things correct.

One of the things that will be around when the new code is released and we start using it for this ladder is the provisional status of a new player. With chains words:

"In an effort to encourage competitive play, all new players to the ladder will be given 10 games of new player protection, their rank will be simply "provisional". Playing a game against a provisional player is worth 50% of the normal point gain, but losing to one is also only worth half the normal point loss, to encourage competitive players and to protect new players."

I must also add that this change will be retroactive: Once it's introduced we'll re-calculate all ratings accordingly... meaning that you can't boost your rating by playing plenty of newbs now and also that the ones you played will be taken into account.

Personally I see this, along with some other measures which I've introduced before, as a step into a more respectable ladder.
